The degree in Analysis and Electoral Observation, developed by the Institute of Political Studies and International Relations and the Ibn Khaldun International Research Center, of Universidad Francisco Marroquín, was accepted by the Central American Institute of Political Sciences to be offered to their Guatemalan and Central American students, via e-Learning, informed David Martinez-Amador, director of IK Center.

«At the same time, we will train the electoral observers affiliated to INCEP. This academic collaboration is of great value because it is a multiplying space that allows us to share ideas on the limitations of the democracy and the value of a limited government and control. Our interest is to form electoral observers that understand that democracy, seriously understood, is more than placing a piece of paper in the ballot box. Liberal democracy is controlling the acts of those in in political campaign and in government», he added.
